About Us

Blueline Investigations is a full-service licensed and bonded investigation agency, founded in 2015 by the current CEO, a local retired Chief of Police with 31 years of professional and executive-level experience.

Since 2015, Blueline Investigations has successfully assisted numerous law firms and organizations with surveillance and sub-rosa operations, many of which were complex and high-profile cases. Our licensed investigators gather the necessary evidence discreetly and secretly, using methods that include undercover investigations, confidential informants, or surveillance methods to collect information for the client. All investigations and surveillance operations are conducted. ethically and in compliance with applicable laws and regulations.

Robert Parks

CEO
Robert Parks is a highly respected investigative professional with more than 35 years of executive law enforcement and military leadership experience.  A retired Chief of Police, Robert brings a deep understanding of complex investigations, threat mitigation and organizational risk to his private investigation practice.  His career reflects a consistent commitment to integrity, discretion and results, qualities that clients rely on when facing sensitive and high-stakes matters. Robert’s unique skills as a private investigator together with his law enforcement and military background are a powerful combination. His work focuses on complex commercial, workplace and criminal investigations. He is engaged by law firms and other public and private sector organizations to deliver clear, objective and legally defensible investigative findings that support active or potential litigation, government and internal investigations and related matters. His work includes comprehensive fact-finding, witness interviews, evidence analysis and detailed reporting. The outcome of his investigations help clients manage liability, strengthen litigation strategy and make informed decisions in sensitive and complex matters where credibility, discretion and accountability are paramount. During his distinguished law enforcement career, Robert served in progressively senior command roles within a municipal police department, culminating in his appointment as Chief of Police.  In this executive role, he was responsible for departmental operations, major investigations, internal affairs matters, personnel oversight and policy development, while working closely with city leadership and community stakeholders. His experience includes managing critical incidents, conducting administrative and criminal investigations, overseeing surveillance and intelligence functions and coordinating with local, state and federal law enforcement partners. In addition to his civilian law enforcement career, Robert honorably retired as a Medical Service Corps Officer in the United States Air Force Reserve, where he led large-scale operations in both domestic and international environments, including aeromedical evacuation missions supporting Operations Enduring Freedom and Iraqi Freedom. Robert holds a Master’s degree in Organizational Leadership and Management and is a member of the Association of Threat Assessment Professionals (ATAP) and the California Police Chiefs’ Association.  Robert brings disciplined leadership, proven investigative judgment and a client-focused approach to every case, delivering professional investigative services grounded in experience, credibility and trust.

Special Counsel

James Rene

James M. René is Special Counsel for Blueline Investigations. James began his legal career as a corporate lawyer in Los Angeles where he became a partner at the international law firm Sheppard Mullin. In 2000, James was appointed General Counsel (Americas-West Coast) at communications giant Alcatel and, following a 25-year in-house counsel career, retired as Chief Legal Officer and Corporate Secretary of Genesys Cloud Services, a global technology company. As CLO, James oversaw a worldwide team of over 50 legal professionals managing all facets of Genesys’s legal activities, including corporate governance and transactions, commercial contracts, litigation and disputes, ethics and compliance, privacy, regulatory and intellectual property activities. He also served as Chief Compliance Officer and interim Chief Human Resources Officer. As head of the Genesys Legal Department supervising a team of in-house lawyers, outside counsel and investigators, James managed legal oversight of workplace investigations, risk management, crisis management, threat intelligence and workplace violence prevention. James is certified by ASIS International (the leading global professional organization for security management professionals) as an ASIS Certified Protection Professional (CPP), widely regarded as the gold standard certification in security management. He is also a member of the Association of Threat Assessment Professionals (ATAP), a multidisciplinary nonprofit organization focused on the science and practice of threat assessment and threat management with an emphasis on preventing targeted violence, stalking, harassment, workplace threats and related risk situations. Complementing his legal knowledge as a corporate lawyer, James is an expert in criminal law. He is a California POST-certified sworn reserve police officer and currently works as a reserve police Detective for a Southern California law enforcement agency where, in addition to his criminal investigative work, James advises the Department's command staff on its Lexipol law enforcement and jail operations policy manuals. Additionally, James is a California POST-certified background investigator and in this role conducts background investigations on police applicants and others seeking law enforcement employment. James was General Counsel of the California Reserve Peace Officers Association from 2012 to 2019 and currently sits on the CRPOA Advisory Committee. James further leverages his legal expertise as an academic. He teaches Constitutional law, criminal procedure, juvenile law, search and seizure and other public safety topics for law enforcement recruits at the North Central Texas Regional Police Academy in Arlington, Texas. James is licensed to practice law in the States of Texas and California and is fluent in Spanish and German.
